How do you approach cytoreductive therapy for high risk polycythemia vera with normal WBC and platelet counts?

What is your tolerance for leukopenia and thrombocytopenia when using cytoreductive therapy? Would you prefer therapeutic phlebotomy in patients who are easily controlled on this without cytoreductive therapy?
