Would you treat a muscle invasive urethral recurrence of bladder cancer with definitive chemoradiation?

For a patient with a history of non-muscle invasive disease in the bladder, presenting with a prostatic urethra only recurrence, do you approach this as a bladder cancer or as a new primary urethral cancer? What if the patient cannot tolerate chemotherapy?
