It happens and has certainly been described hasn't it. Honestly I think as @Dr. First Last that WBRT patients' somnolence can be "blamed" on other factors and maybe not the XRT per se. Our neurooncologists have used a drug named provigil, used for narcolepsy and shift workers. I have used it and have some reports of improvement. However, insurance companies are loathe to pay for it. There is some literature in chemotherapy patients which show no benefit, but it may be worth a try.
